Evaluating your COBRA Options
If someone is leaving their present employer, an important factor to consider is what health insurance options are available. One of these options may be to continue health benefits through the Consolidated Omnibus Budget Reconciliation Act (COBRA). Employers with 20 or more employees are required to make Cobra benefits available to employees who have left employment. Under these provisions, a former employee can continue his or her group health insurance benefits, including vision and dental, for up to 18 months. From the date of termination a former employee has 60 days to accept the Cobra option, and would pay the same premium that the former employer would be charged by the insurance company for that coverage. Otherwise, the coverage continues exactly the same as before the employee’s termination.
After 18 months (depending on the insurance company) the employee may have the option of converting their Cobra coverage into a permanent plan. If a conversion plan is offered, typically the benefits and/or the premiums are not as attractive as the original plan. However, it may be the best option available – particularly if serious health problems or pre-existing conditions exist.
In most cases, converting the Cobra option is not be in the best financial interest of the individual. If an insured (and family, if any) is in good health, a health insurance plan with much better benefits and much lower cost will be available. This occurs because the conversion plans are priced by insurance companies with an assumption that they will have to pay significant claims for pre-existing conditions.
